Changing the boundaries report into racism in Scottish cricket October 2023 update

Scotland’s national agency for sport, sportscotland, has today published a further update into progress made by Cricket Scotland following the July 2022 Plan4Sport Changing The Boundaries report into racism in Scottish cricket.

Today’s update concludes that Cricket Scotland has made significant progress in recent months, however, two key recommendations have still to be delivered in full. As a result, sportscotland and Cricket Scotland have agreed that Special Measures will remain in place while further improvements are made across the sport.

Publication of the October update comes after Cricket Scotland announced a further strengthening of its senior leadership team with the appointment of a permanent Chief Executive, Chair and four Independent Non-Executive Board members. The governing body has also confirmed further progress in relation to ongoing referrals. The process of investigating the referrals has been conducted by an independent team made up of representatives from Harper Macleod LLP, Bishop Lloyd and Jackson Solicitors and Sporting Equals, with support for complainants, where appropriate, from Running Out Racism, and with oversight from sportscotland. Once investigation work around a referral is completed, the report and recommendations are passed on to Cricket Scotland.

Chief Executive of sportscotland, Forbes Dunlop, said: “We recognise the recent progress that has been made and are committed to providing further support to Cricket Scotland over the coming months to allow it to move forward with confidence.

“The ongoing referrals process has underlined the failings of the governing body over recent years. Cricket Scotland has fully accepted all actions and recommendations for improvement brought forward as part of the referrals process and is committed to delivering on those.

“We are working towards the removal of Special Measures and reinstating a long-term investment cycle with Cricket Scotland, which will provide real stability for the sport and underline our confidence in recent progress. That will be a significant step forward for Cricket Scotland after one of the most challenging periods in its history.

“We look forward to working with the new Cricket Scotland leadership team over the coming months to help build a stronger future for the sport."

Today’s interim update provides an overview of progress against each of the recommendations. Publication comes as Cricket Scotland confirmed that 33 referrals have now been concluded. Across the 33 referrals that have been concluded, the total number of recommended actions stands at 155, with 133 of them unique when repeated recommendations are taken into account. All these actions have been accepted in full by Cricket Scotland and have been included in agreed, and soon to be published, action plans.
