Foreword

Purpose of the research

Active Schools has been evolving since 2004 and is a network of over 400 managers and coordinators across all 32 Local Authorities part funded by sportscotland using core grant in aid funding from Scottish Government. Over £12million is invested by sportscotland and over £10million by local authorities and leisure trusts.

Active Schools is a key programme within the sporting system, providing effective pathways between schools and sports clubs in the local community.

We recognise the clear evidence and research that demonstrates that sport and physical activity can bring about positive change to young people’s health and wellbeing.

Through this research, we evaluated the current Active Schools programme to identify impacts and challenges. This will help us review the current approach, and along with partners, identify future options for the delivery of Active Schools beyond 2027.

Context

In June 2025 we commissioned Research Scotland to conduct the Active Schools evaluation, along with a horizon scanning exercise.

The evaluation included a desktop review, surveys, interviews and focus groups. The project took place between July 2025 and December 2025.  We thank the researchers as well as partners, school staff and sportscotland staff who took part in the research. Their contribution and feedback were invaluable.

The horizon scanning research identified key drivers of change across the local and national landscape, especially those relating to sport, education, health and social care and society and how Active Schools can contribute in the future.

Our Response

We welcome the findings from the evaluation. We recognise the positive impact of the current programme and the opportunities to develop the programme in the future.

We will work with partners and other stakeholders to explore future options for Active Schools beyond 2027.
