Shooting Club Development Officer: Scottish Target Shooting

The Shooting Club Development Officer will provide front facing support to the growing number of shooting clubs in Scottish Target Shooting (STS), identifying the needs of members and developing (and where possible delivering) services to meet those needs. The role will also be vital in updating STS data on member clubs, their shooting members and the facilities they use to better inform and drive our future approach, reports and strategic plans.

Who Are Scottish Target Shooting?

STS is a unified governing body created in 2016 to help develop the sport of target shooting in Scotland. As a new governing body, we are looking to have a positive impact on clubs and help individuals of all abilities, across all the various disciplines of the sport. This post will be responsible for meeting with shooting clubs, making sure STS has up to date data on our members clubs and understanding the challenges facing clubs. The role will also work with local authorities to break down barriers of working with shooting clubs. With other staff members and the Sports Development Group, the role will then develop services on behalf of STS to address the challenges to strengthen and grow clubs in Scotland.

What Will Be My Tasks and Responsibilities?

You will be asked to drive the following areas, supported by STS staff and directors:

  • Manage STS relations with clubs in Scotland to increase club and individual membership of STS
  • Attend club and regional association AGMs to promote STS and the work being carried out with clubs
  • Audit clubs annually to ensure STS has up to date information on clubs including club activity in the community, membership size, child protection, coaching, club facilities and challenges
  • Manage support services delivered to clubs and any associated budget
  • Manage development opportunities delivered to clubs and any associated budget
  • Support the development of regional club forums
  • Support links between clubs, Local Authorities and/or Police Scotland
  • Support clubs to attend community events and provide 'come and try' opportunities
  • Input into the strategic direction of STS with regards to clubs
  • Work with British Shooting and other bodies to share good practice and identify opportunities for Scotland
  • Any other tasks required for the fulfilment of the role

What Are The Terms Of The Role?

The following terms are associated with the role as an employee of STS:

  • STS is a Living Wage Employer.
  • The successful applicant will be required to work some evenings and weekends for meeting with clubs and their volunteers.
  • The post is to work an average of 2.5 days per week from home (or the STS Office in Edinburgh, if more appropriate) flexible working to enable collaboration with members and clubs on location at club and other venues.
  • Sick pay will be made available and will be discussed with the post holder.
  • The post holder shall be entitled to 19 days annual leave to be agreed in advance with their line manager.
  • Excluding commuting to the STS Office, all other reasonable expenses incurred on STS business will be reimbursed.
  • The post holder shall be eligible to receive a pension, the terms of which will be agreed on appointment.

What Are The Authorities & Limitations Of The Role?

Budgets for the year will be developed with the Chief Operating Officer on annual basis for submission to the Board who will approve and regularly monitor the budget. The role will be authorised to make purchases that fall within the agreed budgets and STS purchasing rules. Full guidance on these processes will be provided in the STS Business Strategies and other policies and procedures approved by the STS Board and published on the company’s website.

What Is The Organisational Structure?

The role shall be accountable to the Chief Operating Officer who shall have direct line management responsibility for the staff of STS. The role will also report to the Sports Vice Chair and attend Sports Development Group meetings to present findings and set themes and outcomes for meetings with clubs. The role will also be required to work with Association Management Groups (AMGs) to identify clubs and feedback on discipline specific findings.

What Knowledge, Skills & Qualities Are Required?

Applicants are not expected to fulfil all the criteria but should be able to demonstrate the majority of the following:

Knowledge & Experience:

  • Experience of club sport and supporting the growth and development of volunteer groups
  • Experience of managing volunteers
  • Experience of working to a wider strategic plan to achieve overall goals

Skills:

  • Clerical and administrative skills for the co-ordination of development opportunities
  • Ability to communicate effectively with colleagues and volunteers
  • Ability to compose and produce reports using IT applications (Word, Excel etc.)
  • Ability to set clear targets that align with the sport’s strategic goals
  • Ability to develop and promote support services to meet the needs of members and the sport
  • Ability to work accurately and to tight deadlines

Personal Qualities:

  • Work on own without detailed instruction
  • Able to work closely with internal colleagues and external agencies
  • Self-motivated demonstrating drive and enthusiasm
  • Flexible, proactive and able to work under pressure
  • Apply discretion in sensitive issues, and maintain confidentiality at all times

Stage 1: All applicants will receive a response confirming receipt of their application. A review will be made of all applications and each applicant will be informed if they have been chosen for stage 2.

Stage 2: Applicant selected for stage 2 will be invited for an interview with a panel appointed by STS. This panel will likely include independent individuals to help support and inform the recruitment process. All candidates will then be contacted to be told if they have been successful or not within 2 weeks of the interview. The successful candidate will begin at an agreed date. Unsuccessful candidates will be entitled to feedback within 4 weeks of the interview.
